This screen shows you a sample listing of Primary Counsel and any In-House codes that may have been specified. See In-House Charges for more details. This listing is in alphabetical order by counsel. The In-House Codes column lists the In-House codes for the counsel defined on the In-House Charges screen. The ‘Use Default Values’ in the In-House Codes column indicates that the pre-defined system default value is in use.
Adding a new Primary Counsel
To add a new primary counsel, click on the ADD NEW COUNSEL button. The following pop-up screen appears. Type the name of the new Primary Counsel in the 'Full Name' field and an abbreviated name in the 'Short Name' field.
Click the UPDATE button to save the changes. Click CLOSE to exit the ‘Add Primary Counsel’ pop-up screen.
The more explicit, full name is used on the In-House Charges screen, In-House Fees tab on Calculation settings screen, Prefiling Costs screen and Primary Counsel - Edit Annuities screen.
The short name is used on the Edit Basic Details screen when assigning the counsel to a patent family, Primary Counsel screen, and Primary Counsel Fee Rules screen.
Editing a Primary Counsel
To edit/update a primary counsel name, click on the edit

icon of the counsel’s name you wish to edit. The Update Primary Counsel pop-up screen appears.
Once you have updated the Primary counsel’s name in the Full Name and Short Name fields, click on the UPDATE button to save the changes. Click CLOSE to exit the ‘Update Primary Counsel’ pop-up screen.
Deleting a Primary Counsel
By deleting a primary counsel, all associated custom fees will be deleted as well as the primary counsel assigned to a patent family.
To delete a primary counsel, click on the delete

icon corresponding to the counsel’s name you want to delete. The following pop-up screen appears.
Confirm your selection by clicking OK on the pop-up screen and a Warning pop-up screen will appear.
Confirm your selection by clicking YES in the pop-up screen. The selected Primary Counsel will be deleted from the list.
Adding/Editing User Fees by Primary Counsel
To add user fees for a Primary Counsel, follow the steps mentioned below:
Step 1: Click on the search

icon under
Counsel Fee Rules column for a primary counsel for which you wish to add user fees. The
Primary Counsel Fee Rules screen appears. The available counsels are those that have been previously defined in the
Primary Counsels screen or added through an import process.
Step 2: Select a country from the country list on the left. You may also enter annuities for ‘All Countries’. The ‘All Countries’ values will be in effect unless overridden by any specific country values that are defined.
Step 3: Now, specify associate charges in the spreadsheet grid of pre-defined fee 'rules'.
Step 4: Check the ‘Activate Fee Rules’ checkbox to enable the fee rule in the report.
Step 4: When finished, click the UPDATE button before selecting another country or another counsel.
Note: Only application types available for the country selected will be shown. Different charges may be specified per country and application type at each stage. Each user fee rule represents one line item that will be added to the Family Details Report. Any countries that have fee rules already defined for them will appear on the list in red.
Click the 'Use these Fee Rules Exclusively’ option to replace system default fees with these ‘user-defined’ fees. Click the 'Add To System Fee Rules' option to add these ‘user-defined’ fees to the system default fees. Either ‘Use these Fee Rules Exclusively’ or ‘Add To System Fee Rules’ option can be selected.
The ‘Include VAT%’ is the percentage of Value Added Tax, which is applicable for some countries. This checkbox is only available for countries that have VAT. You can enable the checkbox to add VAT% to the user associate fees entered on this screen for all applicable countries. This also allows you to exclude VAT by unchecking this option, when the amount you entered has it already included.
Annuities by Country and Primary Counsel
To enter annuities for the counsel you have selected, click on the ANNUITIES button in the Primary Counsel Fee Rules screen. The Primary Counsel selected on the Primary Counsel User Fee Rules screen is displayed on this screen title.

When finished, check the "Activate Fee Rules" checkbox, and click the UPDATE button to save the changes.
Click the BACK button to exit the Edit Annuities screen.
